Emilio obtained his Law degree magna cum laude at the University of Milan (1993). From 1994 to 2000 he worked in the Law firm of Professor Guido Greco specialized in energy and construction law. He has been working for more than 12 years with associations promoting renewable sources. He is director and coordinator of the regulatory group of Italia Solare Association. In this role he has periodical meetings with GSE S.p.A., with the political and administrative bodies of the Ministry for Economic Development, the Authority for Energy (ARERA), and the Commissions for the Productive Activities of the Parliament. Emilio considers profound knowledge concerning the potential consequences of Agrivoltaic legislation.

Founder and current President of ITALIA SOLARE, the Italian solar association. He has been a pioneer of photovoltaics since the early 1990s. In 2001, he founded Enerpoint, one of the leading companies in the sector. Today Rocco Viscontini manages Enerpoint's photovoltaic systems and collaborates as a strategic consultant for some of the most significant and innovative international photovoltaic companies.
